Funding Opportunity: USEDA Public Works & Economic Adjustment Assistance

The U.S. Economic Development Administration (USEDA) issued a FY2023 Federal Funding Opportunity Public Works and Economic Adjustment Assistance Notice of Funding Opportunity (FY23 PWEAA NOFO). The FY23 PWEAA NOFO publishing EDA’s application submission requirements and review procedures for applications received under EDA’s:

  1. Public Works and Economic Development Facilities (Public Works); and 
  2. Economic Adjustment Assistance (EAA) programs, authorized under the Public Works and Economic Development Act of 1965.  

Awards made under this Notice of Funding Opportunity (NOFO) will assist communities and regions in devising and implementing long-term economic development efforts through a variety of non-construction and construction projects. The application process is open until the funds are utilized.  

With limited exceptions, cost share is required for projects funded under this NOFO. Generally, the EDA investment rate (percentage of the total project costs) will be 50%, but EDA may fund up to 80% of total project costs based on the relative needs of the region. The information below sets forth the maximum allowable investment rate depending on the economic distress of the region. The League would like to thank the NJ Department of Labor, who identified the municipalities listed below as eligible to apply for funding with a maximum allowable investment rate based on the following conditions: 

(A)The 24-month unemployment rate is at least 225% of the national average. The maximum allowable investment rate (percentage of total project cost) is 80%.  

Eligible municipalities are Atlantic City, Camden City, and Paterson. 

(B)The per capita income is not more than 50% of the national average. The maximum allowable investment rate (percentage of total project cost) is 80%. 

Eligible municipalities are New Hanover, Camden City, Bridgeton, Penns Grove, and Salem city. 

(C) The 24-month unemployment rate is at least 200% of the national average.

There are no additional eligible municipalities. 

(D) The per capita income is not more than 60% of the national average. The maximum allowable investment rate (percentage of total project cost) is 70% 

Eligible municipalities are Atlantic City, Pleasantville, Newark, New Brunswick, Lakewood, Passaic City, and Paterson. 

(E) The 24-month unemployment rate is at least 175% of the national average. The maximum allowable investment rate (percentage of total project cost) is 60%. 

Eligible municipalities, in addition to those listed above, are Garfield, Orange, East Orange, Irvington, Newark, and Perth Amboy. 

(F) The per capita income is not more than 65% of the national average. The maximum allowable investment rate (percentage of total project cost) is 60%. 

Eligible municipalities include Teterboro, Woodlynne, Woodbine, East Newark, Perth Amboy and Prospect Park. 

(G) The 24-month unemployment rate is at least 1% point greater than the national average. The maximum allowable investment rate (percentage of total project cost) is 50% 

Eligible municipalities, in addition to those listed above, include Egg Harbor Township, Galloway, Hamilton (Atlantic County), Hackensack, Lodi, Pemberton Township, Willingboro, Winslow p, Bridgeton, Commercial, Millville, Vineland, Belleville, Bloomfield, Deptford, Bayonne, Jersey City, Kearny, North Bergen, Union City, Trenton, Carteret, Neptune Township, Berkeley Township, Manchester, Clifton, Passaic City, Paterson, Elizabeth, Linden, Plainfield, and Rahway. 

(H) The per capita income is not more than 80% of the national average. The maximum allowable investment rate (percentage of total project cost) is 50%. 

Eligible municipalities, in addition to those listed above, are Corbin, Egg Harbor City, Moonachie, Wrightstown, Brooklawn, Gloucester City, Lindenwold, Commercial, Downe, Fairfield (Cumberland County), Maurice River, Orange, East Orange, Irvington, Union City, Trenton, Carteret, Freehold Borough, Dover, Victory Gardens, Lakehurst, South Toms River, Elizabeth, Plainfield, and Phillipsburg.
