Municipal Grant Recipients Notice on Impact on Government Shutdown

Grants Posted on November 12, 2025

While it appears the shutdown is poised to end, this guidance can be helpful as there will likely be delays while the government reopens. As of October 1, the number of available federal grant opportunities has decreased due to the federal government shutdown. While previously awarded funds remain accessible, new awards and modifications requiring federal action may be temporarily on hold. Automated systems such as grants.gov and sam.gov continue to operate, so reporting deadlines may still apply unless otherwise directed.

Municipalities may also experience disruptions, particularly if they rely on federal grants to support local programs, infrastructure projects, or essential services. Delays in new awards or modifications could affect planned initiatives, matching fund requirements, and the timing of community development activities.

We encourage municipal recipients to document any interruptions and review their federal agency’s contingency plans, as this will help with coordination when federal operations resume. Guidance and resources are available through Circular No. A11, where you will find FAQs on lapses in appropriations and individual agency contingency plans. The League will continue to post grants under our Grants Resource Center as they become available.
