This week, the Senate unanimously passed S-3551 and the Assembly unanimously passed A-5036 to expand the Electronic Permit Processing Review System. The bills were amended in committee to make them identical.
This legislation amends current law to specify that the Electronic Permit System is also required to offer an applicant the ability to submit electronic signatures for all materials necessary for the permit application review, including all construction permits, plans, and specifications, and for the scheduling of inspections. It also requires the department to accept an electronic reproduction of stamps, seals, certifications, and notarizations.
The League opposes this measure because not all code certifying entities have the means to participate, creating a burden on municipalities.
The bill now awaits consideration by Governor Murphy.
