League Counsels
General Counsel William Kearns Jr., Esq., of Helmer, Conley & Kasselman in Willingboro, heads the League of Municipalities’ Legal Department with Deputy General Counsel Trishka W. Cecil, Esq., of Mason, Griffin & Pierson, and Assistant General Counsel Frank Marshall, our in-house attorney.
The League also retains additional assistant and associate counsels, experts in many fields of municipal law, including environmental issues, labor relations, land use, taxation, and bonding.
Amicus Curiae
The League Amicus Committee considers requests from members to participate as amicus curiae in ongoing litigation.
The League participates in cases of statewide importance when the ruling will have an impact on our members. The League also argues as amicus curiae in cases before the Council on Local Mandates and can bring complaints before the Council if petitioned by two or more municipalities.
