Governor Signs State FY 2020 State Budget; Line Items Out $48.5 million and Reserves $235 Million |

On Sunday Governor Phil Murphy signed the State FY 2020 budget following a 2 pm public event. In doing so, the Governor used his authority to line item out $48.5 million in expenditures in the budget. From the just over $48 million in spending that was vetoed, $38 million was vetoed from funding for the study of shared services and school consolidation, leaving $10 million for those purposes. In addition, the Governor vetoed $5 million that was allocated for access-to-care grants for Cooper Hospital; $4 million allocated to promote school choice; $1 million for East Orange Hospital and $500,000 for a study that would have conducted by Rutgers-Camden and the Cooper’s Ferry Partnership.
In addition, the Governor issued Executive Order 73, which impounds up to $235 million in spending, and is not subject to a potential override. Specifically, EO 73 directs the Department of Treasury, Office of Management and Budget (OMB) to reserve $235 million in discretionary spending. The OMB will monitor and release this funding if sufficient resources and when anticipated savings are realized. At this time, there is no information as to what funding is being held in reserve.
