New Law Expands Payroll Records Submission to PILOT Projects 

Governor Murphy recently signed legislation that requires employers or contractors engaged in work for a public body, including PILOT projects, to submit payroll records to the Department of Labor. P.L. 2025, c. 152 will take effect October 20, 2026.

Governor Conditionally Vetoes Housing Directory Legislation

New Law Requires Historic Preservation Committee Training  

Governor Murphy recently signed legislation requiring that members of Historic Preservation Committees complete training to serve on the committees. P.L. 2025, c. 149 will take effect on November 30.

Federal Budget Shutdown Continues 

The partial shutdown of the federal budget has entered its third week. Earlier this week, for the 11th time, the Senate failed to advance the House-passed short-term continuing resolution.

Conference Connections


Conference Resolutions Due Date Approaches  

If you have ideas or resolutions for consideration for the Conference Resolutions committee, time is running out to have them included this year. The Resolutions Committee meets on Tuesday, November 18, at 3:00 pm in Room 418 of the Atlantic City Convention Center. Conference Resolutions will then be presented and voted on at the League’s Business Meeting on Thursday, November 20, wrapping up the Conference. Emergency Planning Grant for Juvenile Justice Facilities 

Grant funding is available to support local governments in developing and enhancing emergency preparedness plans for juvenile justice residential facilities to ensure youth and staff safety during crises.
