Highlights of the Governor’s SFY26 Budget
On February 25, Governor Murphy delivered his final budget address. The 2026 SFY, “Stronger, Fairer, and More Prepared for the Future,” proposed budget appropriates $58.1 billion and has a $6.3 billion surplus.

Office of State Comptroller Readopts, Amends Rules
The Office of State Comptroller amended and readopted Rules on February 3. The League submitted comments last April in response to the overreaching proposed rules. The rules were readopted with minor changes.

Legal Notice Extension Legislation Signed
Acting Governor Way signed S-4136/A-5343, which authorizes public bodies to continue using newspapers for required public notices and legal advertisements until June 30 and requires newspapers to disclosure circulation information to OLS.

Governor Signs Legislation Extending In-Person Early Voting
Governor Murphy signed S-3990/A-5370, which extends the in-person early voting period for primary elections and the challenger appointment deadline. The bill will take effect immediately and applies to the primary election in June.

The Division of Local Government Services (DLGS) has issued Local Finance Notice (LFN) 2025-04 regarding the 2025 annual Financial Disclosure Statement (FDS) and Roster Update due on March 31.
