The Bureau of Justice Assistance (BJA) in the U.S. Department of Justice announced several available FY2023 federal grant opportunities related to substance abuse, mental health, reentry, and veterans. Below are the grants where municipalities are eligible to apply, along with a description, applicable webinars, and application deadlines. Please note that these grant opportunities require a two-step application process through separate federal grant systems administered by grants.gov and justgrants.gov.

Comprehensive Opioid, Stimulant, and Substance Use Site-Based Program
The Comprehensive Opioid, Stimulant, and Substance Use Site-Based Program provides funding to develop, implement, or expand comprehensive programs in response to the overdose crisis and the impacts of use and misuse of opioids, stimulants, or other substances.

The program provides resources to support state, local, tribal, and territorial efforts to respond to illicit substance use and misuse; reduce overdose deaths; promote public safety; and support access to prevention, harm reduction, treatment, and recovery services in the community and justice system. Municipalities are eligible applicants. The grants.gov deadline is March 21, and the justgrants.gov deadline is March 28.
Justice and Mental Health Collaboration Program
The Justice and Mental Health Collaboration Program funding opportunity, the Bureau of Justice Assistance seeks applications for funding programs that support cross-system collaboration to improve public safety responses and outcomes for individuals with mental health disorders (MHDs) or co-occurring mental health and substance use disorders (MHSUDs). Municipalities are eligible applicants for this program.

Second Chance Act Pay for Success Program
Through the Second Chance Act Pay for Success Program opportunity, the Bureau of Justice Assistance seeks applications for funding to state, local, and tribal governments, as well as community-based nonprofit organizations, to enhance or implement clinical services and other evidence-based responses to improve reentry, reduce recidivism, and address the treatment and recovery needs of people with mental health, substance use, or co-occurring disorders who are currently involved in the criminal justice system or were formerly involved. The solicitation categories include:
- Category 1: Performance-based and Outcomes-based Contracting for Reentry Services
- Category 2: Performance-based and Outcomes-based Contracting for Permanent Supportive Housing

Improving Substance Use Disorder Treatment and Recovery Outcomes for Adults in Reentry
The Bureau of Justice Assistance seeks applications for funding for the Improving Substance Use Disorder Treatment and Recovery Outcomes for Adults in Reentry program to establish, expand, or improve treatment and recovery support services for people with substance use disorders during their incarceration and upon reentry into the community.

Second Chance Act Improving Reentry Education and Employment Outcomes
The Second Chance Act Improving Reentry Education and Employment Outcomes program funding opportunity seeks applications for reentry services and programs focused on strengthening education and employment outcomes for individuals returning to their communities after a period of incarceration.
The grants.gov deadline is March 28 and the justgrants.gov deadline is April 4.
Veterans Treatment Court Discretionary Grant Program
The Bureau of Justice Assistance seeks applications for the Veterans Treatment Court Discretionary Grant Program funding to plan, implement, and enhance Veterans’ Treatment Court (VTC) services, including program coordination, management of VTC participants, ensuring fidelity to the model, and recovery support services. Municipalities are eligible to apply.

Connect and Protect: Law Enforcement Behavioral Health Response Program
The Connect and Protect: Law Enforcement Behavioral Health Response Program funding opportunity will support law enforcement–behavioral health cross-system collaboration to improve public health and safety as well as responses to and outcomes for individuals with mental health disorders (MHDs) or co-occurring mental health and substance use disorders (MHSUDs).
