Michael J. Darcy, CAE
Michael Darcy joined the New Jersey State League of Municipalities in January 1990. He has held positions in every program, service and management area including advertising manager of New Jersey Municipalities magazine; program specialist in charge of producing seminars; exhibit manager for the Annual League Conference, which is the largest municipal conference in the United States; assistant executive director, and, as of July 1, 2015, executive director.
As executive director, he is responsible for overall administration of the League staff of 18, member programs and services, business operations, and administration of the Executive Board. Darcy is a New Jersey registered lobbyist and represents the League’s interests to external partners and issue stakeholders.
The League represents all of the State’s 565 municipalities and over 13,000 elected and appointed municipal officials. Its headquarters are located at 222 West State Street in Trenton. The League has an operating budget of over 3 million dollars. Some of the many programs and services provided by the League include a monthly magazine “New Jersey Municipalities”, seminars/webinars and educational workshops on a wide range of subjects, numerous survey documents, almanacs, and directories. The League also produces an Annual Conference each November in Atlantic City that attracts nearly 20,000 registrants. Notably, the League is highly regarded as being the “municipal voice” on both Federal and State legislative matters.
Darcy is also responsible for overall administration the NJLM Educational Foundation and the 222 West State Street Urban Renewal Corporation.
He is a Fellow with Leadership New Jersey. In 1999, he achieved the Certified Association Executive (CAE) designation, conferred by the American Society of Association Executives. He is a past president of the New Jersey Society of Association Executives (now MASAE) and served as editor of the NJSAE magazine PACE. He is a member of the American Society of Association Executives.
Assistant Executive Directors
Mike Cerra has been with the League since October 1996, and has held progressive staff positions, including Chief of the League’s Bureau of Municipal Information, Senior Legislative Analyst and Director of Government Affairs. Mike coordinates the League’s advocacy efforts and has served as a legislative agent since 2001.
He assumed the duties of Assistant Executive Director on July 1, 2015. As assistant executive director, he is responsible for general administration and multiple complex programs and services offered by the New Jersey State League of Municipalities, the NJLM Educational Foundation and the 222 West State Street Urban Renewal Corporation.
Mike is Past President of the NJ Chapter of the American Society for Public Administration and a board member for the Lawrenceville Main Street. He earned a B.A. from Fordham University and an M.P.A from Rutgers University.
Jon commenced his employment with NJLM in January 1986, and is the most senior of the League’s Senior Legislative Analysts. Jon is NJLM’s State Budget Analyst and Federal Relations Coordinator. He compiles press releases to keep local officials informed of developments at the State Capital and advises state officials of the local perspective. Jon has a B.A. in History from St. Joseph’s University and an M.A. in Political Theory from Rutgers University.

Lori has been with NJLM since September 2009 and is a Senior Legislative Analyst. She has a B.A. in Political Science and Criminal Justice and an M.P.A. from Kean University. Additionally, she holds a Registered Municipal Clerk certification.

Amy became managing editor of New Jersey Municipalities in 2015. She holds a B.A. in English from Immaculata University and an M.A. in Strategic Communications and Leadership from Seton Hall University.

Advertising Manager, New Jersey Municipalities & Bureau Services and Research Coordinator

Taran has been with NJLM since February 2002, and serves as both Advertising Manager for New Jersey Municipalities and Bureau Services and Research Coordinator for the Bureau of Municipal Information. Taran is responsible for managing all print and web advertising and coordinating research and online educational tools. Taran has a B.A. in Communications from the University of Arizona and an M.P.A. from Villanova University.

Kristin has been with NJLM since May 2006, and serves as the Exhibit Manager. As such, she manages exhibits and sponsorships for NJLM’s Annual Conference in Atlantic City. Kristin has a B.A. in American Studies from Rutgers University.
Danielle has been with NJLM since September 2009. As the Program Specialist she coordinates professional development seminars, continuing education credits for NJLM’s Annual Conference and edits the Mayors Newsline and the Quarterly Affiliate Newswire. Danielle has a B.A. from Montclair State University and an M.P.A. from Centenary College
Ciara joined NJLM in August 2015 and serves as the Legislative Administrator. She provides administrative support to the League’s Government Affairs staff, including drafting and editing of correspondence, position statements and is also a certified paraglegal. Ciara earned a Bachelors Degree in English and Communications, with a minor in Spanish from Georgian Court University
