The COAH 3rd round regulations will impact all our municipalities up and down the state. As Mayors, we need to lead the challenge to set aside these regulations.
At the direction of your League officers and with the guidance of your League COAH Committee, the League is doing everything within reason to administratively correct what we view as fundamentally flawed regulations based on arbitrary growth projections and an invalid methodology. We are seeking changes to the proposed regulations and have even reached out to traditional adversaries to see if there is common ground. In other words, we are hoping for the best, but preparing for the worst.
As part of the effort to prepare for the worst, the League’s COAH Committee recommended that the League prepare for a possible legal challenge to set aside these regulations, after the anticipated June adoption; including a fundraising effort to prepare for such a challenge. We are, therefore, seeking $500 pledges from municipalities who wish us to challenge the COAH regulations. By seeking pledges now, we can confirm the level of support amongst our membership for what will likely be expensive litigation.
Any final decision to proceed with litigation can not be made until we review the adopted regulations. What we are doing is preparing ourselves in the event that litigation occurs. We anticipate other stakeholders to file challenges, and believe that the voices of local government and taxpayers must be on equal footing with others challenging the regulations.
We are not asking Mayors to send any money now, only pledges so we can prepare for the worst with confidence the membership is committed to this cause. A pledge form is available from Shirley Cade at scade@njslom.com or 609-695-3481 x114.

2008 SCHOLARSHIP COMPETITION

Scholarship Committee Chairwoman Mayor Phyllis Marchand, of Princeton Township and scholarship judges Mayor Janice Mironov of East Windsor and Mayor Chuck Chiarello of Buena Vista Township have been busy as nearly 40 mayors participated in the annual Future Municipal Leaders Scholarship Competition. Mayors from across the state made the competition a great success as they submitted excellent entries from high school juniors and seniors.
The top three winners will be determined and announced in early May. See a full list of participating mayors attached here The full text of the three winning essays will appear in the October issue of the League magazine. Participating students will receive a certificate and $1,000 scholarship from the League, presented by the hometown mayor.

FORECLOSURE SHOW

The League of Municipalities collaborated with the New Jersey Cable Telecommunications Association (NJCTA) and its member companies to produce an hour-long panel discussion on the growing mortgage foreclosure crisis and the impacts on local communities. The program is being televised statewide on NJCTA member cable systems in New Jersey starting in April and includes segments with League President and East Orange Mayor Robert Bowser and Paterson Mayor Joey Torres.
On the Cablevision network, you can view the program as a segment of “We’ve Got Issues” throughout April. On the Comcast network News 12's “Power and Politics” will be excerpting segments for inclusion in the weekend edition of their show Saturdays & Sundays 10-11 a.m. & 3-4 pm. We will inform you as other systems schedule the segment to be televised.

ON-GOING EFFORTS TO RESTORE

On April 8, we sent all mayor a letter titled “Property Tax Relief Funding Cut Update”. If you have not read this letter yet, it is a concise yet detailed explanation of how municipal finances are directly and negatively impacted by changes in the state budget and policy since the early 1980’s. It is an excellent guide to understanding how we arrived at our current situation and how we need systemic changes if we are to truly solve our current problems. You can view the letter on our Budget Cuts web page.
On April 17, the League held a press conference at the State House calling for restoration of the $189 million in property tax relief funding. More than 21 Mayors and governing body members were present to press the case for restitution of this critical funding. These officials represented municipalities from across the state, leadership from the League, and leadership from other municipal organizations.
On May 20, there will be a high level State budget summit at the War Memorial in Trenton. You must register for this event. See page 4 of this Newsline for details.

This high-level meeting is on the prospects for meaningful municipal property tax relief in the State’s next budget, coming one week after the Legislature is provided with the crucial revised revenue estimates.
