FROM THE PRESIDENT

On February 12, your League Executive Board met with Governor Corzine, DOT Commissioner Kolurri and their staff to raise important questions regarding the Administration plan to address the State’s serious fiscal problems and proposed solutions. The Governor’s Chief of Staff responded in writing, and we have posted the answers on our website. We have also posted the state commissioned study that estimates the effects of the proposed toll increases on local road usage. In addition, our Heavy Truck Task Force is currently looking into that potentially serious consequence.
But, local roads and toll payers are not the only potential victims of the plan. This budget proposal marks the seventh straight year in which the New Jersey Legislature adopts an Appropriations Act that under-funds key municipal property tax relief programs (CMPTRA and Energy Taxes). State statutes require annual inflationary adjustments in those programs. For five years, funding remained flat. Then last year, municipal property tax relief funding finally increased – by 2 percent. By adopting these budgets, our local property taxpayers have been denied over $283.7 million of relief, over the past years. That money went to fund other state priorities - priorities other than property tax relief.
We agree with the Governor. Now is the time for transformational change.
Unfortunately, however, property tax reform just is not as important in Trenton as we may have been led to believe.

FUTURE MUNICIPAL LEADERS SCHOLARSHIP DEADLINE

In January, all mayors received information on the scholarship competition. At this time, you should have your judging panel in place and some entries from constituent high school students. By March 15, you should have all your entries ready to be judged. And by April 2, you should be submitting your local winner to the League office along with a complete list of your local entries. Thank you for making this important opportunity possible for your high school juniors and seniors.

Nomination forms for the 2008 Mayors’ Hall of Fame were recently mailed to all Mayors. This special recognition is given to Mayors who have served at least 10 years for the silver level, or 20 years for the gold level. Please review the full list of current Hall of Fame Mayors at the League web site. If any mayors are missing that should be included, please nominate them on the official 2008 Mayors’ Hall of Fame nomination form.

Your League staff will shortly begin preparing the schedule of educational sessions for the 93rd Annual League Conference. To make sure this schedule accurately reflects your needs, we need your input.
Please fax or e-mail your suggested topics and speakers so we may coordinate your ideas into an informative and thought provoking conference. Most conference sessions are based on the input and responses from mayors and elected officials.
NJMMA Recognizes Henry McNamara

The New Jersey Municipal Management Association recently recognized Wycoff Township Committeeman and former Mayor Henry McNamara with their annual Elected Officials Award. McNamara was recognized for advocating professional management, concern for adequate staff resources and training, and challenging staff to meet high standards while also being innovative.

NJLM EDUCATIONAL FOUDATION

The League has established a separate educational foundation to conduct, encourage and support educational programs that will serve New Jersey’s local government officials and employees. The board of trustees includes:

Trustee Paul Matacera, League Past President and former mayor of North Brunswick.
The Foundation obtained a grant from the Fund For New Jersey to produce a report on the needs and impact of school funding in New Jersey.
