Election Day
2004 is Tuesday, November 2, 2004. Polls throughout the
State of New Jersey will be open from 6am to 8pm. Since
2004 is a hotly contested presidential election, it is expected
that voter turnout will be heavy.
The State of
New Jersey has assumed a prudent protective posture over
the past several months in reaction to intelligence reports
of possible terrorist activities to disrupt major national
events. The Fourth of July and the Democratic and Republican
National Conventions generated sizeable security precautions
and have passed without incident. Election Day 2004 offers
another potential opportunity for terrorist elements to
disrupt our democratic process and way of life.
Currently, there
is no definitive intelligence information indicating a particular
threat to New Jersey involving the election process. As
you are aware, however, selected areas in our state continue
to be included in a high threat level posture (Level Orange),
and the potential for an attempt to disrupt the national
election process remains a concern at the national and state
government levels.
The State Emergency
Operations Center (EOC) is currently activated, at a reduced
staffing level, around the clock in response to the Alert
Level Orange situation. NJOEM will increase its staffing
level on November 2, 2004 and incorporate representation
from the Field Operations and Special Operations Sections.
In addition,
in order to maintain an effective, statewide prevention
and response capability during the election period, we will
activate the Emergency Operations Center (EOC) Support Room
on Election Day.
The EOC Support
Room will be activated from 6am until 10pm on Tuesday, November
2, 2004. We request representation from the following state
departments and supporting agencies:

Department of Education
Department of Environmental Protection
Department of Health & Senior Services
Department of Human Services
Department of Law and Public Safety |
Department
of Military & Veterans' Affairs
Department of Transportation
Department of Treasury

Board of Public Utilities
New Jersey Network
Emergency Medical Services Coordinator
American Red Cross
Salvation Army |
All other departments, agencies and institutions whose presence
is not required, should review your alert and notification
procedures and the availability of key personnel and services,
should your presence at the EOC become necessary.
It is requested
that state department Support Room staff selected for this
event be familiar with the newly installed E-Team system
currently in use throughout the EOC. Rotation of staff to
accommodate this lengthy shift is at your discretion. Three
meals will be served in the EOC.
For our County
Emergency Management Coordinators, we request activation
of your Emergency Operations Centers, on a scale you determine
appropriate, to correspond with the hours of the State EOC.
We ask that you activate E-Team for the submission of situation
report reports and requests for assistance.
The reiterate,
we are not expecting trouble. The law enforcement and fire
communities traditionally increase their vigilance during
elections. Our command posture will facilitate the sharing
of information and a rapid response if required. I look
