RE: LUARCC Update
As reported in our May 6 letter, the Local Unit Alignment, Reorganization and Consolidated Commission (LUARCC), created by the Legislature’s Special Session for Property Tax Reform, is up and running, with a website (http://www.state.nj.us/dca/luarc/.) and a regular schedule of meetings.
The League and a number of other local government groups were invited to present testimony at today’s hearing (Click here for the League's testimony). We focused on our history of supporting local efforts to enhance efficiency through the sharing of equipment, expertise and services, and of supporting State efforts to remove impediments to greater local administrative flexibility. We also indicated our strong opposition to forced consolidations and to imposing financial penalties on local voters who reject proposed consolidations.
Finally, we indicated our willingness to work with the Commission on the development of objective efficiency standards and on enhancing the credibility of the process with fair and balanced analysis, based on accurate factual information.
Commissioners expressed interest in information that we have made available regarding local cost drivers and unfunded mandates (Visit http://njslom.org/Hardyston-Twp-Mandates-Analysis.pdf for Hardyston Township Manager Marianne Smith’s excellent compendium.).
