Re:  URGENT Update on Towns Applying Directly for EE/Conservation Block Grants

Dear Mayor:

We have received this information from NASEO and the DOE this morning.

The following announcement applies ONLY to the 75 municipalities and counties applying for direct EECBG grants for tomorrow’s deadline:

The U.S. Department of Energy has announced that it is making available an alternative method for submitting EECBG applications for those unable to submit using FedConnect. The DOE advises these applicants, first to call FedConnect Support at 1-800-899-6665.  However, if FedConnect cannot resolve the issue, applications may also be submitted via email to: If you use this email method, the DOE instructs that you clearly mark in the subject line: “EECBG Application (Unique Identification Code).”  (Information on the Unique Identification Code begins on page 14 of the FOA.)  If you have already submitted your application to FedConnect and received confirmation, please do NOT send a duplicate application via email.

As specified in the FOA, applicants must have the following in order to submit an EECBG application: obtain a Dun and Bradstreet Data Universal Numbering System

(DUNS) number, and register with Central Contractor Registration (CCR) and with FedConnect.

FedConnect Support at 1-800-899-6665.

For municipalities and counties NOT ELIGIBLE for direct grants from DOE: NJ is proposing to use its portion of Block Grant funding to make available on a first-come, first-served basis grants of up to $20,000 for building energy efficiency. Participation in the Clean Energy Local Government Energy Audit Program will be an eligibility requirement. Details about this Block Grant-funded program will be made available upon DOE approval of the State’s Block Grant application.
