New Office of the State Comptroller - Statutory Reporting Requirements
Earlier today, the newly created Office of the State Comptroller (OSC) produced, and the Division of Local Government Services (DLGS) electronically distributed, a notice of new legal obligations and responsibilities. DLGS made the distribution to all subscribers to its DLGS News service.
Initially, according to the notice, by May 21, each municipality must provide the OSC with:
- a copy of your most recent financial audit, including the Management Letter, as well as the Single Audit (if applicable);
- a statement of whether the auditor was selected by a competitive contracting process, and, if so, a description of the process; and
- an indication of the length of time that the auditor has served as the auditor for your municipality.
If possible, OSC asks that the information be sent electronically to email@example.com. If not, the mailing address is:

The notice also deals with new reporting requirements on certain public contracts advertisements, and with the need to share this information with any independent public contracting units created by your municipality. It is advisable for you to review these new requirements with your administrative, finance and legal professionals.
