RE: Please Complete our Mandates Survey
If you have not already done so, please ask your staff to submit a listing of state mandates, and estimated costs, to the League. We will share this information with Legislative Budget makers, in our on-going efforts to win repeal or relaxation of some of these expensive requirements. We had originally written on this last week.
This link (http://www.njslom.org/StateMandates-Survey.xls) will direct you to an Excel spreadsheet, which was prepared by Hardyston Township Manager Marianne Smith. While not complete for every municipality, is the most comprehensive list of mandates that we have ever seen.
Late last month, League President, Mayor Tim McDonough of Hope Township, testified before the Senate Budget and Appropriations Committee, in Montclair. You can access the testimony at (http://www.njslom.org/Statement_McDonough032409.pdf.) That testimony was echoed by League Executive Board Member Gary Passanante, Mayor of Somerdale, before the Assembly Budget Committee.
There was a bipartisan interest in our request for mandates relief.
We were asked, by Assembly Budget Committee Chairman Greenwald and others, to document the costs of some of these mandates.
Please ask your Chief Finance Officer to review the list and to document your compliance costs or estimated compliance costs, pursuant to these mandates. Please feel free to add information on any other mandates you face.
We would also appreciate costs or cost estimates for compliance with the following mandates:
1) Binding Arbitration
2) State permitting delays
3) Training and certification requirements
4) Local Public Contracts mandates relating to improvements and renovations of municipal buildings.
Please get this information back to us as quickly as possible, so that we can provide the information to the Committee.
