Federal Energy Bill (S 1115)

 

 

Dear Mayor:

A bipartisan group of Senators, led by Sen. Bingaman of New Mexico, Chairman of the Senate Energy and Natural Resources  Committee,  have introduced S 1115, the “Energy Efficiency Promotion Act,” which would authorize a series of new programs to reduce use of fossil fuels through efficiency in vehicles, buildings, home appliances and industrial equipment. 

The bill includes a new energy and environment block grant for state and local governments for energy efficiency programs sponsored by Senator Bernie Sanders of Vermont and our own Senator Bob Menendez, both former mayors.  S 1115 does not specify an amount for the program, which would be funded through the appropriations process.  The grants would assist state and local governments in implementing strategies to reduce fossil fuel emissions, reduce total energy use, and improve energy efficiency in the transportation, building and other appropriate sectors.

We strongly support introduction of S 1115 as a critical first step in assisting local governments in reducing fossil fuel use and implementing more energy efficient policies.  We look forward to working with Senator Menendez to ensure that the distribution formula and criteria help our members and to secure passage of this bill. A reduction in the use of fossil fuels makes environmental, economic and national security sense. Energy efficiency and alternative energies are crucial to our responsibility to leave the next generation a cleaner, healthier and safer future.
