Re:   Please Complete our Mandates Survey

Dear Mayor:

This link (http://www.njslom.org/Hardyston-Twp-Mandates-Analysis.pdf) will direct you to a cover letter and a list of mandates, delivered last year to Chairman Lou Greenwald and the Members of the Assembly Budget Committee. This list, which was prepared by Hardyston Township Manager Marianne Smith, while not complete, is the most comprehensive list of mandates that we have ever seen.

Late last month, League President, Mayor Tim McDonough of Hope Township, testified before the Senate Budget and Appropriations Committee, in Montclair. That testimony was echoed by League Executive Board Member Gary Passanante, Mayor of Somerdale, before the Assembly Budget Committee.

There was a bipartisan interest in our request for mandates relief.

We were asked, by Assembly Budget Committee Chairman Greenwald and others, to document the costs of some of these mandates.

Please ask your Chief Finance Officer to review the Hardyston list and to document your compliance costs or estimated compliance costs, pursuant to these mandates.

We would also appreciate costs or cost estimates for compliance with the following mandates:

1)  Binding Arbitration
2)  State permitting delays
3)  Training and certification requirements
4) Local Public Contracts mandates relating to improvements and renovations of municipal buildings.

Please get this information back to us as quickly as possible, so that we can provide the information to the Committee.
