Dear Interested Party:
The Office of Cable Television's Regulation of Cable Television,
New Jersey Administrative Code 14:18 ("Chapter 18")
expires on June 30, 2003
Chapter 18 includes regulations on how cable television
companies construct, operate and maintain their cable systems
and how they provide cable service within the state; consumer
protection regulations; and franchising requirements for
both cable operators and municipalities. In some areas,
our Administrative Code is limited by state and federal
laws. For example, the OCTV is not empowered to regulate
programming carried by a cable operator nor may it regulate
cable rates beyond the basic level of service.
The OCTV is seeking initial informal comments and suggestions
regarding Chapter 18. Specifically, we are requesting those
who have an interest in the rules to examine them to assess
if there is need to add, delete or modify regulations. As
these rules govern not only cable operators but also municipalities
and cable consumers, we are particularly interested in comments
from the public and municipal sectors.
The OCTV requests that any comments or suggestions for
changes to Chapter 18 be sent to my attention prior to May
