DEP Proposes Amendments to NJPDES Rules and NJ Register of Historic Places Rules

 

 

 

Dear Mayor:

The NJ Department of Environmental Protection (DEP) is proposing to readopt with amendments the New Jersey Pollutant Discharge Elimination System (NJPDES) rules at N.J.A.C. 7:14A and the New Jersey Register of Historic Places Rules at N.J.A.C. 7:4.

1) The NJPDES Rules:

The most extensive amendments to the NJPDES rules pertain to reclaimed water for beneficial reuse (RWBR); the method for calculating the fee for dischargers to ground water; the fee for authorizations under the stormwater construction general permit; residuals management; the effluent standard for acute whole effluent toxicity; and the industrial pretreatment program. 2) The New Jersey Register of Historic Places Rules

Proposed amendments to these rules include the addition of a requirement for a location map to be provided with a preliminary application for nomination of a property to the New Jersey Register of Historic Places, amendments to deadlines for the submission of preliminary applications to the Department and the presentation of nominations to the State Review Board, and minor amendments to the notification process for New Jersey Register of Historic Places nominations. Other amendments include the addition of a provision giving the Historic Sites Council the authority to review projects that have only been developed to a conceptual level; the addition of a requirement for applicants to submit 12 original copies of the Application for Project Authorization, and the addition of an expiration date for project authorizations under N.J.A.C. 7:4-7.
