Dear Mayor:
The New Jersey Office of Emergency Management (NJOEM) in conjunction
with the NJ League of Municipalities is requesting your assistance
in obtaining information regarding Pre Disaster Mitigation
Planning. This all natural hazard planning concept will provide
a strategy for communities to identify hazards and mitigate
vulnerabilities within their jurisdiction.
NJOEM conducted
workshops in Bergen, Passaic, Morris, Somerset, Monmouth,
Atlantic, Ocean and Cape May counties to explain the planning
process. The consequence for noncompliance with this federally
mandated planning initiative was also discussed. Additionally,
each municipality was asked to begin collecting data for
the formulation of countywide plans. To aid in this process,
municipalities were provided with "Mitigation 20/20"
computerized software. Municipalities were also requested
to complete the report in a descriptive fashion and forward
the information to the NJOEM/Stevens planning team.
At the present
time, seventy percent of the municipalities have submitted
some form of information. It is imperative that all municipalities
complete the data sheets as soon as possible, so that the
planning team can formulate an effective statewide plan.
Also, eight counties were selected to participate in the
multi jurisdictional planning process with Stevens Institute.
NJOEM's goal is to have all eight plans completed and submitted
for review by April 11, 2005. The eight counties that were
selected are Atlantic, Bergen, Cape May, Monmouth, Morris,
Ocean, Passaic, and Somerset.
Municipalities
in the remaining thirteen counties should continue to gather
and submit all relevant information to the planning group
in order to avoid future federal funding being jeopardized.
NJOEM desires that all municipalities within the state remain
eligible for disaster relief funding. However, without your
support and input concerning this planning initiative, your
township will be ineligible for many of the federal disaster
relief programs, including the Public Assistance program.
