Re:  Bills on the Governor’s Desk

Dear Mayor:

In the first full voting sessions after the holiday break, intense Legislative action continues.  Many municipal issues have moved to the forefront during this time.  In this letter, we will focus on bills that have passed both Houses and now await final consideration by the Governor.

S-1099/A-351 – Permits nonpartisan municipal elections to be held on same day as general elections.  The League supports this bill as amended.  The amendments address the issue of what happens to terms that expire before the election.

S-2833/A-436 - Permits price adjustments in local public contracts for asphalt cement and fuel.   The League opposes this unnecessary mandate that will generate higher costs.  It will impose administrative and accounting burdens on towns and increase the costs of public construction projects.  In addition, we have serious concerns that price adjustments of materials could create opportunities for price manipulation by suppliers and/or contractors.

S-184 - Requires Department of Children and Families to provide Safe Haven information to county and municipal agencies, social service agencies, physicians, pregnancy crisis centers, adoption agencies and colleges and universities.  The League supports this bill which will make the Safe Haven program available to more members of the public who may need it. 

S-2885/A-4089 - Makes emergency medical technician certification valid for five years.  The League supports this bill, which will relieve the pressure on the Emergency Medical Technician Training Fund and prevent some of the impact on municipal budgets.
