We will meet in Atlantic City later this month, as the “Year of the Toolkit” draws to a close. Over 200 educational sessions are scheduled. And the knowledge you can gain at those sessions could well be the most valuable tool you will have, as you struggle to provide vital services and programs to your fellow citizens, at a time of economic uncertainty, and within the artificial and arbitrary 2 percent levy cap.

Let me highlight, for example, some of the sessions on our program for Wednesday, November 17. At a time when our citizens demand and deserve cooperation among public servants at all levels of government, our sessions focus on serious inter-governmental relations matters.

At 9:00 a.m., we’ll have “A Review and Discussion of Governor Christie’s Toolkit.” The Governor published the catalogue. Local officials placed their order. Now it’s time to learn about the tools that the Legislature has delivered, and how they can help. At 10:45 a.m., you can learn all about the property tax roll-back plan being developed by the League’s Task Force, at “Real Property Tax Reform – How Do We Get There?” At the Mayors’ Box Luncheon at noon, key Executive Branch policy-makers will join us for “An Open Dialogue on Mayors’ Issues with the Governor’s Cabinet.” Then, at 2:00 p.m., you can learn a lot when “Legislative Leaders Address Shared Sacrifice, State-Local Relations, and Government Reform.” Hosted by award- winning State Government Correspondent Michael Aron, this yearly session is taped and presented as NJN’s “On the Record” annual League Conference episode. And after the taping, there will be ample time to directly question the leaders of our state’s Legislative Branch of government.

Every year brings new challenges to local government in our Garden State. Few, however, have been as daunting as those you will face in 2011. The best way to prepare is by attending the sessions we have scheduled for our 95th Annual Conference. I hope to see you there
