RE:  Best Practices Checklist Clarifications

Dear Mayor:

The Department of Community Affairs will soon send to your Chief Financial Officer, via the GovConnect, a list of “Frequently Asked Questions,” relating to the DCA “Best Practices” checklist.

We appreciate the Department’s effort to clarify the checklist requirements and to allow municipalities flexibility in answering questions that do not apply to their unique situations or that impose standards, retroactively.

We have been advised by DCA Deputy Commissioner BettyLou DeCroce that decisions to withhold revenue replacement funding will be based on the percentage of “YES” answer to APPLICABLE questions. In other words, “N/A” answers WILL NOT count against you.
