Re:   “Toolkit” Management Reforms

Dear Mayor:

We have received numerous inquiries as to what individual municipalities can do to assist the League in advocating the necessary “toolkit” management reforms, in light of the new 2% levy cap.  We suggest the following.

One, if you have not already done so, please consider passing the draft resolution the League prepared and distributed in our July 14 Dear Mayor letter.  Our goal is for all municipalities in the State to pass a resolution consistent with the intent of this resolution, which urges the Legislature to promptly act on the “toolkit” reforms.    The resolution is available in Word or PDF format at the League’s toolkit information page:

Two, as referenced in our July 20 Dear Mayor letter, the Senate Budget Committee passed three bills at its first meeting to consider the toolkit.  Further meetings on the remainder of the toolkit are forthcoming.     We suggest you consider, using our draft template letter, sending a letter to your State Senator asking for their support for these particular bills, and the toolkit in general.   The draft template letter is available at or in Word format at

Third, the Senate Budget and Appropriations Committee will be holding further hearings on bills in the toolkit reform package, including needed reforms to interest arbitration and civil service.    We suggest consideration of, again using a League draft template, sending a letter to the members of the Senate Budget Committee, asking them to advance the additional reforms in the toolkit.   This draft template letter is available at or in Word format at
