Re:       Governor signs the following bills:
I.          Civil Service Fees, A-3010/S-2140
II.        Hiring of Certain Laid Off Firefighters, A-2031/S-1799
III.       Treasurer of School Monies Optional, S-1287/A-2573

Dear Mayor:

I.          Civil Service Fees, A-3010/S-2140

On June 30th Governor Christie signed A-3010, which increases certain civil service fees, into law.  Effective July 1st, the fees for non-public safety Civil Service examination applications are as follows:

  • Application fee for open competitive and promotional examinations (non-veterans) is $25.
  • Application fee for open competitive and promotional examinations (veterans) is $15.

In addition to the examination application fees, a $20 fee shall apply to each appeal filed under these statutory provisions and the corresponding rules:

  • Hearing and written records appeals pursuant to N.J.S.A. 11A:2-6 a or b
  • Appeals to adverse actions relating to the examination and appointment process, including but not limited to rejection of an application, failure of an examination and removal from an eligible list pursuant to N.J.S.A. 11A:4-1e
  • Appeals to good faith of a layoff or demotion pursuant to N.J.S.A. 11A:8-4

Please note that individuals receiving public assistance are exempt from these fees.

II.        Hiring of Certain Laid Off Firefighters A-2031/S-1799

On Tuesday, Governor Christie signed A-2031/S-1799 into law which becomes effective immediately.  P.L. 2010, c. 43 permits a paid or part-paid municipal fire department to hire a laid off firefighter without utilizing any Civil Service list provided that the termination occurred within 60 months prior to the appointment with the new department.  This law makes the policy for laid off firefighters consistent with the current policy for laid off police officers.

III.       Treasurer of School Monies Optional, S-1287 / A-2573

On Tuesday, Governor Christie signed S-1287/A-2573, which makes the position of Treasurer of School Monies optional, into law.  If the school district chooses not to appoint a Treasurer of School Monies the duties are assumed by the Board Secretary.  P.L. 2010, c. 39 takes effect immediately.
