Re: Affordable Housing Update, S-1
Last Thursday, Senator Ray Lesniak, one of the prime sponsors of S-1 and chair of the Senate Economic Growth Committee, recommitted the bill, would abolish COAH and reform the Fair Housing Act, to the Senate Economic Growth Committee.
This procedure will allow for more time to refine any forthcoming amendments. We anticipate S-1 will be heard again by the Senate Committee on June 3rd at 1pm. If approved by the Senate committee, it could be returned to the full Senate for its scheduled June 10th voting session. We also expect the Assembly to take up a companion bill to S-1 in early June.
Further, we would like to clarify an item in our May 13 letter on the Governor’s housing proposal. In that letter, we stated that, “Affordable Housing Plan certifications by COAH will remain in effect until the certifications expire.” To be more precise, a municipality with 3rd round substantive certification would have the option to proceed with that plan or withdraw and submit a revised plan under the new framework. This option is also available under S-1.
