The Local Finance Board released Local Finance Notice 2010-12; "The Impact of Chapter 2, P.L. 2010 on Local Unit Health Benefits Programs." The law takes effect on May 21, 2010.
The Notice provides important guidance to all local employers whether they are members of the State Health Benefits Program or not. The law has significant differences between the two, so this guidance is very important, especially to organizations that are not members of the State Health Benefits Program (including those with commercial insurance, are self-insured, or members of a health insurance fund).
All local officials involved in benefit policy and administration, as well as labor negotiations should immediately review it and consult with legal counsel to ensure the law is properly implemented in your organization.
