Dear Mayor:

I. Ask the Governor to veto S-82/A-437 on Time of Decision

As referenced in our March 15 Dear Mayor letter, legislation which would eliminate the application of the time of decision in municipal land use approvals has now passed both the State Senate and the General Assembly.    The bill now awaits consideration by Governor Christie. 
S-82/A-437 is opposed by a broad coalition of organizations including the League, the Sierra Club, the Environmental Federation, Conservation Foundation, New Jersey Planning Officials and the Association of New Jersey Environmental Commissions.  It has been pushed by development interests.

If you have not done so already, we recommend that you also contact the Governor’s Office to request a veto and express concerns of your municipality.    For your convenience, we have prepared a draft letter that you can edit as you see fit.

II.  Updated Ethics Resources from the League

The League is happy to announce several ethics resources available to municipalities.

The League can arrange for a seminar to be given in your municipality by League General Counsel Bill Kearns.  Mr. Kearns can present to a single municipality or to employees from a combination of municipalities.  For costs and arrangements, contact Bill Dressel at or (609) 695-3481 x122.

Mr. Kearns is also offering a seminar entitled “Ethics and Conflicts of Interest.”  This will be held on two dates this summer, June 15th at the Bethlehem Community Center in Asbury and June 25th at the Burlington Township Community Room in Burlington Township.  Both will be from 8:30 am to 12:00 pm, and cover ethical conduct, financial disclosure, case studies, and more.  We are currently working with the Department of Community Affairs to obtain CEU credits for these seminars.  Cost is $55.00 for members and $75.00 for non-members. Finally, the League has recently updated its Ethics in Government webpage.  The update includes articles on the possible criminal consequences of unethical behavior, forensic accounting, and guidance on pay-to-play rules.  Please visit to see what is new.

III. Future Municipal Leaders Scholarship Competition Deadline

In January, all mayors received information on the Louis Bay 2nd Future Municipal Leaders Scholarship competition.

By April 1, you should submit your local winner to the League office along with a tally of you local entries.  The League judging panel includes Mayor Chuck Chiarello of Buena Vista Township, Mayor Janice Mironov of east Windsor and League staff members Michael Darcy, Lori Buckelew and Matt Wend.  Mayor Chuck Chiarello of Buena Vista Township also serves as Scholarship Chairman.

On May 8, winners are announced and checks are sent to the respective winners’ mayors for formal presentations.  The top three winners each receives $1,000 scholarships provided by the League for presentation by the hometown mayors.
