Here’s a recap of major policy issues of interest to local governments. 

I.  Mayors Wahler and McCabe Testify on State Budget

This past week, League President Brian Wahler, Mayor of Piscataway and League Executive Board Member Leo McCabe, Mayor of Glassboro, testified on the State Budget before the Assembly Budget and Senate Budget and Appropriations Committee respectively.

II.  Police Camera Mandate Reminder

P.L. 2014, c. 54 became effective on March 1, 2015. The law requires that, “[e]very new or used municipal police vehicle purchased, leased, or otherwise acquired on or after the effective date (that being March 1, 2015), which is primarily used for traffic stops shall be equipped with a mobile video recording system.”    For more on this new law, please see the League’s March 26 letter:

III. COAH Update

Earlier today, you should have a received a letter on the recent New Jersey State Supreme Court decision on affordable housing.      This letter is available at:

IV.       Local Finance Notice on 2015 Financial Disclosure Forms

The Division of Local Government Services has issued Local Finance Notice 2015-6 outlining the procedure for filing the annual financial disclosure statements.  The current filling process uses a web based system.  The deadline for filing the financial disclosure statement is April 30, 2015.  Failure to file may result in the Local Finance Board assessing an appropriate fine that is not less than $100 nor more than $500 (N.J.S.A. 40A:9-22.10).

V.        Department of Community Affairs Commissioner

Earlier this week it was announced that Richard Constable was stepping down as the Department of Community Affairs Commission and will be replaced by long-time Assistant Commissioner Charles Richman.  We thank Commissioner Constable for assistance and willingness to work with the League during his tenure and we look forward to continuing a strong working relationship incoming Acting Commissioner Richman.
