RE: Request for FEMA Snow Assistance Declaration

Dear Mayor:

On February 14, we wrote to New Jersey U.S. Senators Bob Menendez and Cory Booker, seeking their help for municipalities dealing with snow budget busting winter storms.

According to the Federal Emergency Management Agency’s (FEMA) Snow Assistance Policy, a request for Federal funding can only be made by a State’s Governor. We have reviewed the policy and we believe that a strong case can be made for New Jersey municipalities, based on the cumulative impact of this winter’s storms.

Our 565 municipalities are responsible for 28,933 of New Jersey’s total road mileage of 38,752. Accordingly, every time we have a winter storm, municipal budgets have to bear the costs of prepping and clearing 75% of our road mileage. No one anticipated the severity of this year’s winter, which has exhausted the resources of local governments all around the State.

Accordingly, we have asked Governor Christie to submit a declaration of need for FEMA assistance. We will keep you posted on further developments. In the meantime, we commend you all for your repeated efforts to meet the challenges posed by the storms.
