Dear Mayor:

This is the fourth letter that we have prepared this year to help you prepare to make the most of your time at our 98th Annual Conference. The shortest distance between a local elected official and a happy constituent is through an effective, efficient and responsive municipal public servant. The business of municipal government is labor intensive and the biggest percentage of your budget is devoted to employee pay and benefits.
