Re: Red Tape Review Commission Hearing on Government Contracting/Procurement
Yesterday, the Red Tape Review Commission held a public meeting on the regulations and processes that relate to Government Contracting/ Procurement. Lori Buckelew, Senior Legislative Analyst, provided testimony before the Commission. A copy of her testimony is available at www.njslom.org/documents/contracting_rtrc_071612.pdf
The Red Tape Review Commission invited guest included Assistant Director, Division of Purchase and Property, Robert Beauregard, Director of Procurement Programs, NJ Small Business Development Center Newark Stephanie Burroughs, Executive Director, The NJ Center for Non-Profits, Linda Czipo, and Director of the Division of Procurement, Office of the State Comptroller, Dorothy Donnelly.
At the hearing, Mr. Beauregard spoke about the reforms the Division is implementing and noted that the State is bidding on more contracts that are heavily used by municipalities. Ms. Donnelly noted that the local units must do a better job of advertising bidding opportunities to provide for more competition.
During the public comment period vendors spoke on the need for uniformity, enforcement of existing laws, in particular “brand name or equal” and “Buy American”, and more transparency.
