Re:   Halloween Safety Recommendations for 2011

Dear Mayor:

Taking proper precautions for the celebration of Halloween might call for more care this year. Following the weekend’s freak snowstorm, unusual dangers could be present in your municipality. Several Mayors, some of whom have postponed celebrations until next weekend, have contacted us asking for advice and guidance. In response to those calls, consider the following.

Power is still out in several communities. The outages were caused by downed lines. Utility crews are working around the clock to restore power. Road and pavement surfaces may also have slippery. Accordingly, younger children should be supervised and older children should be advised of the dangers.

Kindly take the following precautions:

  • Remind parents and children to use a flashlight while trick or treating;
  • Avoid downed power lines - do not drive over or touch any downed power lines or anything connected to downed power lines;
  • Do not walk or park under trees;
  • To report a downed wire and other visible equipment damage, call the utility in your service area;
  • Be aware that utilities will be working to restore power first to “priority” customers, such as hospitals, police stations, fire stations, water and sewer facilities, communications facilities (TV, radio, and telephone), and customers on life-sustaining medical equipment;
  • The next in line will be circuits serving the largest number of homes and businesses;

The Office of Assemblyman Chivukula, Chairman of the Assembly Telecommunications and Utilities committee, has prepared a master list of toll free numbers and websites of natural gas, water and electric utilities statewide to assist you in your outreach to utilities in the aftermath of the storm.
