Dear Mayor:

As you continue to address the effects of Hurricane Irene in your community we wanted to provide you with the following information:

I.          Deadline for Best Practices Extended

The Division of Local Government Service has advised that the Best Practices deadline will be extended from September 1, 2011 to September 9, 2011.  As a reminder, you may submit your Best Practices checklist prior to the governing body discussing the checklist as an agenda item.  The required certification is filed once that review has taken place.  For more information on the Best Practices Checklist please see Local Finance Notice 2011-18R.

II.        Presidential Disaster Declaration issued for New Jersey

President Obama has issued a Presidential Disaster Declaration for the State of New Jersey due to damage caused by Hurricane Irene. The President’s action makes federal funding available to affected individuals in Bergen, Essex, Morris, Passaic and Somerset counties. Federal funding will also be available to state and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by Hurricane Irene in the counties of Atlantic, Cape May, Cumberland and Salem. Damage surveys are still continuing in other areas of the state and additional counties may be designated for assistance after the damage assessments are fully completed.

Individuals and business owners who sustained losses in the designated counties can begin applying for assistance today by registering online at www.disasterassistance.gov, by web enabled mobile device at m.fema.gov or by calling 1-800-621-FEMA (3362). Disaster assistance applicants, who have a speech disability or hearing loss and use TTY, should call 1-800-462-7585 directly; for those who use 711 or Video Relay Service (VRS), call 1-800-621-3362.  The toll-free telephone numbers will operate from 7 a.m. to 10 p.m. (local time) seven days a week until further notice.
