On behalf of municipal officials all around the state, on behalf of League President Mayor Peter Cantu of Plainsboro, on behalf of all the members of our Executive Board and on behalf of the League staff, I want to congratulate Senator Codey on accepting the responsibilities of governing New Jersey for the next 14 months. It will not be easy, but we want Acting Governor Codey to know that he can count on our good wishes and support, as he strives to do what is best for the people and the future of our state. We hope the Acting Governor accepts our invitation to meet with the municipal

community at our Annual Mayors' Legislative Day in Trenton, next month. It would be an excellent opportunity to address local leaders, to tell them about his plans for the state-local partner-ship. Local leaders would also have a change to get to know the man who has served the state so well for over 30 years, as

Assemblyman and Senator from District 27, as Senate Co-President during the 210th Legislature and as Senate President, this past year.

A strong state-local partnership is crucial to good New Jersey government. Our citizens expect and deserve to have all of their elected officials working together to meet the needs of the Garden State. That cooperation must

begin with mutual respect. And we want Acting Governor Codey to know that we have the highest regard for him and for all that he has accomplished in the Legislature.

He played a central role in the development of the Casino Control Act, which has helped Atlantic City regain its rightful place as a premier destination resort. He also played a leading role in addressing health care issues and sponsored the Health Care Reform Act of 1991. From 1982 to 1992, he was Chair of the Senate Institutions, Health and Welfare Committee. During that time, to learn firsthand about hiring and training standards in state institutions and to assess the treatment of patients, he assumed the identity of a deceased criminal. He then applied, was hired and went to work at Marlboro Psychiatric Hospital. That experience led to the enactment of numerous laws reforming the state's mental health system.

This is a tough time to be Governor. But time and time again, Acting Governor Codey has demonstrated his toughness, his independence, his intelligence, his integrity and his compassion.

In these tough times, we are glad to have such a man seated at the Governor's desk.
