THE FOLLOWING BILLS WERE ENACTED
AS PUBLIC LAWS OF 2004:
Chapter 40 A-10006/28/2004

Increases homestead rebates for certain homestead owners, folds NJ SAVER rebates into the Homestead Rebate program and increases gross income tax rate for taxpayers with taxable income over $500,000 and temporarily adjusts withholding tax.

Revises outdoor advertising law and local tax treatment of certain outdoor advertising signs.
Chapter 57 A-313006/30/2004
Expands State contractor business registration program to local government contracts, replaces noncompliance penalty, requires contractors and their affiliates to collect State use tax.
Chapter 62 A-242006/30/2004
Authorizes $3 assessment on municipal court costs to upgrade Automated Traffic System.
Chapter 74S-170207/01/2004
Establishes lower limits for yearly local budget appropriations increase.
Chapter 78S-96707/02/2004
Clarifies mayor's authority to determine conditions of transfer, exchange, lease, acquisition, and sale of real property in certain cities.
Chapter 85 S-9707/07/2004
Establishes Property Tax Convention Task Force; appropriates $250,000.
Chapter 87S-57807/09/2004

Permits local authorities to appropriate and transfer available surplus funds to municipality or county that created authority.

Chapter 89 S-136807/09/2004
Streamlines certain permitting in smart growth areas.
Chapter 95 A-163007/09/2004
Requires municipal prosecutors to review motor vehicle abstracts of DWI offenders prior to sentencing.
Chapter 96 A-177007/09/2004
Prohibits sale or distribution of cigarettes in packs of less than 20.
