Requires Disadvantaged Youth Employment Opportunities Council to report to State Employment and Training Center and adds three members; and makes an appropriation of $50,000.

Authorizes certain local units to develop broadband telecommunications infrastructure used for providing broadband telecommunications service via wirelesss community networks.

Provides for voluntary contributions by taxpayers on gross income tax returns to support New Jersey Veterans Haven program.

Authorizes local units to invest in federally insured certificates of deposit under certain circumstances.

Permits county board of taxation to extend municipality's filing deadline for assessment appeals for any year in which revaluation is implemented.

Provides for commencement of short term tax exemptions and abatements as of date of completion of project.

Clarifies the entities able to participate in school district joint self-insurance groups.

Allows disabled veteran's surviving spouse to claim property tax exemption when veteran's disability declaration is granted after death.

Establishes pilot program for traffic control signal monitoring system.

Provides for special licenses to serve alcoholic beverages in smart growth development projects; allows for sale of certain plenary retail consumption licenses for use in such projects.
