Important New Information from the Division of Local Government Services
We would like to draw your attention to some important new information on the website of the Division of Local Government Services.
1. Housing Stabilization Funds: The State of New Jersey received $51,470,620 from the US Department of Housing and Urban Development for the Neighborhood Stabilization Program (NSP). The NSP provides funds to municipalities and for-profit/nonprofit developers to acquire and redevelop foreclosed properties that might otherwise become sources of abandonment and blight in targeted areas. In addition, the funds can be used to demolish and redevelop blighted structures that are not foreclosed upon or abandoned.
To obtain the funds, DCA must amend its annual Community Development Block Grant plan. The amendment, called an Action Plan, will be submitted to HUD by December 1, 2008. The amended plan is online at the Division of Housing's (http://www.state.nj.us/dca/dh/) website on November 3, 2008 for public comments. Comments can be forwarded to Sheri Malnak through November 19, 2008 at: NJ Department of Community Affairs, PO Box 051, Trenton, New Jersey 08625-0051.
2. The Division of Local Government Services has released Local Finance Notice 2008-19 (www.nj.gov/dca/lgs/lfns/08lfns/2008-19.doc): Changes to Municipal Consolidation Law. Local officials wanting to know about the municipal consolidation process and the new Local Option Municipal Consolidation Law will find this of interest.
3. Award Notification for State of New Jersey Term Contract M-0002: A contract has been awarded to Grainger Industrial Supplies (Grainger), under the Western States Contracting Alliance (WSCA) for industrial and maintenance, repair and operating (MRO) equipment and supplies as permitted under N.J.S.A. 52:34-6.2. Vendor contract number A72605 has been assigned, and is effective starting November 1, 2008 with an expiration date of November 30, 2009.
