RE: Statewide Rural Policing Update

As you are well aware, since the adoption of the State Budget, there has been a lot of activity regarding the State’s intent to impose a new unfunded mandate on municipalities receiving State Police Rural Patrol services. Under the Leadership of League First Vice President and Chair of our Rural Policing Task Force, Mayor Tim McDonough of Hope, we identified budget language that allowed local governments to initiate proceedings with the Council on Local Mandates. We worked with municipal officials on advancing complaints to nullify the new mandate. And we continued to work with legislators on the proposal to provide a funding source for these and other public safety costs. On July 29, municipalities began to receive letters from the Treasurer, which specified their liability and the threat of loss of formula aid, for non-compliance. Throughout, we have tried our best to keep you informed on the specifics of the budget provisions, on the progress of the Council on Local Mandates case and on the legislation introduced by Senator Van Drew and Assemblymen Milam and Albano.
We have learned that State Legislators who represent legislative districts with multiple municipalities that have rural State Police coverage, are deeply concerned with the recently passed State Budget, which mandates that municipalities agree to share the State’s costs for this service.
In response to this, Assemblywoman Marcia Karrow and Assemblyman Nelson Albano have asked us to host a meeting to discuss the changes in the service, its impact on your municipality and your options, including a coordinated response. We hope that you and/or your designee will be able to attend.
The meeting will be held on Thursday, September 4, 2008, from 6:30 to 8:30 p.m. in room 202 in the Brower Student Center (located on the second floor) at The College of New Jersey.
