1. New Jersey homeowners who were 65 or older, blind, or disabled as of December 31, 2008, will begin receiving their 2008 New Jersey homestead rebate Application Packets this week. Senior and disabled homeowner rebate applications must be filed by phone or online by June 21, 2009. The homeowner rebate automated telephone filing system (1-877-658-2972) and Internet filing application on the Division of Taxation Web site (www.state.nj.us/treasury/taxation/) will be available 24 hours a day, 7 days a week during the filing period. Homestead rebate checks are scheduled to be mailed to qualified applicants on or about July 31, 2009. Members of the public should be referred to 1-888-238-1233 or firstname.lastname@example.org for assistance.
2. SOUTH JERSEY Energy Saving Resources Meeting: A South Jersey focused seminar has been scheduled to educate local officials about new and enhanced financial incentives for installing energy efficient equipment and conservation measures, incentives for renewable energy facilities, financing for capital improvements, rebates for energy audits, and technical assistance available to municipal governments. Join the Board of Public Utilities' Office of Clean Energy, in partnership with the DCA Division of Local Government Services, the League of Municipalities, and the new Sustainable Jersey Program, for an orientation program on Wednesday morning, May 27 at Rowan University. Details and registration information are being finalized for this session, so mark your calendar now and watch your e-mail for the details on this important event.
3. Identity Theft Rules Notice: Recently the U.S. Federal Trade Commission adopted rules affecting the way organizations that extend credit to their customers manage information about customers to prevent identity theft. Known as "Red Flag" rules, they cover government agencies that extend credit to their customers. Local Finance Notice 2009-9 (www.nj.gov/dca/lgs/lfns/09lfns/2009-9.doc) provides detailed information about the rule and steps affected government agencies should take to implement an internal red flag warning and response system. The Notice was recently revised to reflect the recent FTC action to delay implementation until August 1, 2009.
4. Public Employment Relations Commission: PERC has proposed temporary rules to implement the provisions of P.L.2009, c.16. That law allows NON-Civil Service law enforcement officers and firefighters who are terminated pursuant to a complaint or charges not involving any alleged violation of criminal law to have the option of having their terminations reviewed by means of binding arbitration. The text of the proposed temporary rules can be found on the Rulemaking page of the NJ PERC Web Site (http://www.state.nj.us/perc/html/rulemaking.html).

5. COBRA Update: Group Coverage Continuation Premium Reduction: New federal law provides COBRA subsidies for employees who are involuntarily terminated between September 1, 2008 and December 31, 2009. This COBRA subsidy applies to all employers that maintain a group health plan. There are also special provisions for New Jersey employers with less than 20 employees. Local employers may also want to review this issue with their human resources or labor relation advisors. Information is available on the NJ Recovery Website (http://recovery.nj.gov/recovery/programs/cobra.html) and US Department of Labor site at (http://www.dol.gov/ebsa/COBRA.html).
