RE: White House Briefing on Local Impacts of Federal Shutdown

Dear Mayor,

Today, the White House in cooperation with the National League of Cities conducted a conference call with State League’s and others to discuss the consequences of a potential federal government shutdown.  On this call, Danny Werfel, Controller of OMB’s Office of Federal Financial Management, and senior officials from DOT, EPA, DOL, HHS, HUD, and OPM provided a briefing on the operational details of the possible federal government shutdown, and its implications on state and local governments.

Here is a useful link that provides links to individual agency contingency plans:

Each agency’s contingency plan is based in law.  Agency plans are now deemed complete and are posted at the web site above.

The White House also issued the attached PDF “Shutdown Memo” providing a quick overview of the activities that will be impacted and those that would remain operational.

There was discussion on the call about the impact on employees who are funded or partially funded by federal grants and funds.  The White House advised there is no universal rule covering all such cases and local agencies should work directly with the funding agency or consult the web site above.  The same is true regarding activities that have been approved but for which funding has not yet started.

To submit questions on your specific situations, mayors may contact the White House Intergovernmental Affairs Office at

Very truly yours,

William G. Dressel, Jr.
Executive Director
